The group that evaluates rationing is the NHS(National Health Service). Under one of their umbrellas, they are in charge of a group known as the NICE (National Institute for Health and Clinical Effectiveness). They decide what medications and procedures are "worth" offering, based on cost. Of course, in a universal health care system, you can't pay for everyone's treatment. IT DOESN'T MAKE SENSE. This isn't rocket science. How do you not understand the cost of healthcare?
