Valter only wins this battle and the one with Seth because his opponents don't have the time to equip lances, If Seth had his Silver lance equiped in the beggining of the game, then you'd neve have to fight Valter, same with Glen

I'll use that Moonstone to evolve my Jigglypuff into a Wigglytuff, and that Sunstone to evolve my Gloom into a Bellossom.

Well actually Valter is not inherently as evil as he is during the main plot. He went like INSANE it was because he tried using a cursed lance that was owned by Dussel which was handed down Dussels family. This is revealed in Dussel-Cormag A-Support Convo. Though Dussel states that he wasn't really gentle to start with, that lance is why he went mad with bloodlust.
