Nelson was allowed to falsely claim that 60 votes are required to pass a Senate bill, while in fact, 50 would be enough, assuming the VP would add his tie-breaking vote thereto, giving them 51. Nelson knows this, but as a corporate whore, he's willing to lie to the populace & the bobble-head is too dim to challenge him.
