He wasn't a dumb one. In fact, you were a dumb fool by making such a comment. People shouldn't honk too many times in the City limits but one shouldn't stop using the Horn on such a dangerous terrain. One wrong move, lives would be deleted from the face of this planet.
Having said that, you've missed one important point. That was real danger. The driver took a lot of chances with too many rash and wrong side over takes, that too on such hilly roads with some poor roads!!
