You can do that with a charged ruler, rub a plastic ruler with a dust cleaner cloth for about 3 minutes and place rubbed end near narrow end of a stream of running water eg. a running tap. This is what this guy has done.

Also I realize you said magnet...read my post again I did not say electromagnetism, I said magnetic force, referring to the magnet field that is created by moving electric charges within the water and the statically charged object used (fingers).
