@LeoProdutions : no ... this is only a wave modifier ... you should use blender fluids to make a puddle effect ;-)

@nikouhl Use Blender's Dynamic Wave when it's out. Way cheaper than Fluid simulation.

@LeoProdutions yes you can, but I'm not sure how many rain drops it could handle before it gummed up your system and/or crashed. You just need several wave modifies (one for every drop). Then you need to offset their individual centers and start times.
