If there is no double yellows then he is allowed to park there.... also all the cars that did mount the pavement are actually the ones committing an offence. According to the Highway Code and Sect 18 of the RTA it is illegal for cars to mount pavements unless entering a driveway or other road.

So the Police car has actually stayed within the law... Sorry :)
