The bird was not attacking him, but yes, the guy is an idiot for poking at it.

Watch closely and you can see the bird only wanted to get on his finger, as it is trained to do so, but the idiot kept pulling away his hand. Eventually the bird tried to fly onto his hand, missed, and landed on the nearest available surface, as to not stray and get lost, and then flew back to his table :p
