Actually with 10,000 orcs there simply weren't enough arrows to kill enough orcs to make a difference. Charging in and hoping to do enough heavy damage quickly enough to break their morale isn't a bad option.

but the uruks had just breached the walls. first plan for the defenders would be to plug the breach. He did order a volley before the charge which should have made it easier for them but the uruks reformed very well and very fast
