That's nothing. When I was a kid, I used to take sparks coils from a car's ignition system and plug them directly into a 110v wall socket. Now that was a spectacular mad scientist-type arc light. The coils had a tendency to overheat and explode if you left them on too long, though, hee hee.
my guess is that the resistor prevents an excess of current (shorting the battery). If you had something else to keep current within a reasonable range, you could do it without the resistor.
I made an arc cigarette lighter, using an 18 volt rechargable batterey and two welding rods. I was suprised that it worked. I saw after images from the arc and fell into the street.. I was a bit bulky!
the common mig and arc welder shade level lens is 9-13 depending on the amount of uv rays coming from the arc.but i used a level 9 when i was in school
I'm told that arc lights can give off UV light which is bad for your eyes. If you make your own, protect yourself accordingly by not staring at the arc or wearing appropriate eyewear --Bill
My arc light works without resistor on 40 VAC 30A .
It gives light as a 3000w bulb.

@zalvoz get a pen,get the graphite inside the pen, tie it to 2 wires and get voltage from a car battery and youll get the same result, even better

that's why arc welders use full face helmets with a special filter
but I suspect that the welder is much more powerfull compared to a 18v arc

@wmgurst if you use 'AA' size batteries you don't need to shave and make them thin.
