It is actually called a "whistle-wheeee! thing" in technical parlance, I believe. In Europe, it was originally know as "that whu-whu-whu-whooooo thingummy-jig", but (as usual) the more snappy sounding American term was adopted as the international standard except in France where (perversely) they call it Le Canard Zinzin or Mad Duck. It is thought to be derived from the Portugese instrument known as the furacão das nádegas which later emerged as the Appalacian Ass flute. Source=Wikipedia
