That thing you're doing with your neck? It's not a stretch. But it could be a very VERY minor exercise. Like, if you do it slower and do just side-to-side and back-and-forth motions--again, very slowly, with resistance--it will strengthen your neck muscles; however, it's best done either on a machine or with a person, where you lay on a bench and that person gives a little resistance while you pull your head up and then they push it back down, slowly. Be careful not to pull a neck muscle.
