it is usually an average time of 15 minutes to buy in your last drinks but he called "time" after which point no more drinks can be bought and people should finish the drinks they already have

That's the least of the problems! Where I am from it is customary for the bartender to offer an opportunity to order drinks immediately before calling time. That way you don't end up parched.  To just sneak up and ring the bell like that without asking what these gentlemen would like is really bad service.
