It looks like the only major change from the sample here to the actual game is the Health Bar. Here, it's a solid bar, where in the final version, it's segmented into units.

Nice video. This looks like it's a video of one of the sample cartridges that was most likely playable at a gaming exposition prior to the release of "Mega Man X" in Western countries (so 1993-94). From what's shown here, it looks like this cart would only contain the intro stage and maybe Chill Penguin's level, but that makes sense, as a sample at an expo is only meant for attendees to "demo" the game.
The lifebar is segmented - as said, it's the quality of the video what makes it look solid. It was segmented even since the "P-version".
