When people think of 'black Africans' they're thinking of Sub-Saharan Africa. Africans are from middle-eastern, European and central African descent. To say Africans, from any area and currently in any parts of the world are without culture is silly.
The discovery of culture, or belief in not having a culture, is an American problem. Our country is new. Very, very new. Historic cultures develop over 1000's of years. Give it a couple millenia.

it aint too much black culture up north. The south is full of culture, Charleston, New Orleans, Mobile, Savannah ....... Southern culture is evident in Atlanta and other parts of the south by our dialects being residue of slavery. No snitching has been part of southern culture ever since slavery and Jim Crow when black people here in Georgia never depended on the police. Our culture here in the south Black is mostly from african / slave culture.

The backbone and lifeblood of American development was European settlers. African slaves powered the cotton plantation industry which was, even at its peak, only an economic side-show.
