He's from the book Los Angles BB Murder Cases, a spin off thingy I do believe they meantion it in the anime. It's a good book, you should look it up. ^^

He's not in the Death Note series, he's in a sort of prequel written sometime during or after the series.

In one episode, L mentions the "Los Angeles BB Murder Cases," and he was referring to Beyond Birthday killing people and stuff. If you want to know the whole story I recommend reading the book - Another Note: The Los Angeles BB Murder Cases. It's an awesome book, I just read it twice in a row. XD But you should wait until after you finish the series. I think it has a couple spoilers.
