@flymilad93 because they have to de-ice 15min prior to the takeoff. If you de-ice a plane while in the gate, depending on the time, the plane will pushback, startup and taxy for 20 - 30 minutes. So thats why they de-ice when the plane is near the holding short (near the runway)

@GameNewbie 15 minutes holdovertime is not true. it depends on the weatherconditions and the used deicing fluid. in this video they deice in a 2 step procedure and for this weatherconditions the holdovertime is up to 1 hour and 30 minutes.
