FR = Pokemon Fire Red, you need to put it into the GBA slot on the DS for Elekid to appear in those locations, at least on Diamond and Pearl anyway

I have a secret about trading pokemon over wi-fi (You don't need to). I got alot of new pokemon by putting them up for selection - with the right item - or trade doesn't matter. Leave them for a bit like an 1 hour but make sure people can't trade for it put a ridicouls offer e.g. tutwig lv 100. switch it off and come back, take back the pokemon and it will evolve like scyther w. metal coat - scizor- . E.g It may not work all the time so keep trying and it might.

Here is a tip for you, Use the exp share on it.

Then, you get your high leveled pokemon and train them. Then the exp share will give nearlly the same amount of exp as your other pokemon.
