but the doctor is hated on galifray, on Galifray, it's against the rules to interact with other planets. but the Doctor started saving earth. so the Doctor is an um.. "out law" i guess, on Galifray. so he should be in jail if he's ever on Galifray. -.-

@bubbafishy You clearly have never seen any of the 80's episodes. In the Five Doctors the Doctor became Lord President, no matter what the Time Lords don't hate the Doctor, but they know that if anything bad happens he is there only hope.

The Time Lock prevented the Doctor, or anyone else for that matter from going anywhere near the war during whatever time period, meaning the Doctor couldn't get to Gallifrey in his regenerations after the Time War, otherwise he wouldn't be so gloomy about Gallifrey being gone.

@wingweaver84 Watch the Hand of Fear. At the end the Doctor recieves a distress call from Gallifrey and because humans aren't allowed on Gallifrey he has to leave Sarah back on Earth.
