I have the basement tool in the original game. I got it after patching it to 1.15. I don't know which patch added it since my last played version was 1.8.

The "?" category is unlocked by typing "buydebug" in the console. You also need to enabled cheats by typing "testingcheatsenabled true".

@babyxkande The '?' Category comes up when you type the cheat 'testingcheatsenabled true' and then 'buydebug on' (both without the speech marks).

With the basement tool, it came with the base game. Are you sure you've updated the game? It came with an update, quite a while back I think. It looks like a square room with some stairs in it. Hope it helps!
