sure, you CAN hit a parking enforcement officer, if you want to be arrested and charged with a federal offense, since they are city employees.
if one of them does actually spit on you, however, you can ask for their name or to speak to their supervisor and they have to comply. then they'll just get fired and you don't get arrested.

All ther trooper asked him was if he could search his vehicle because the guy was being suspicious and the guy said no and started running. The trooper ran after him deploying the taser on him but the guy didn't comply. They the driver started fighting with the trooper and managed to grab his taser and tased the trooper. Saliva contains many types of bacteria which CAN potentially do bodily harm to someone. Although very rare, hepatitis can be spread through saliva and can potentially be fatal. With that in mind, I would have beat the shit out of the coward officer.
Saliva does indeed contain bacteria, but fortunately, nothing that can be harmful, the very proof is... it's in your mouth 24/7. Most bacteria are harmless and are actually useful to humans. Officers do go through medical tests, and it was found he had hepatitis in his saliva, I for some reason highly doubt he'd be out in the streets.
Example, if Saliva was the least harmful without hepatitis, the human species would have died out long ago... if you get what I mean... (sex)

All ther trooper asked him was if he could search his vehicle because the guy was being suspicious and the guy said no and started running. The trooper ran after him deploying the taser on him but the guy didn't comply. They the driver started fighting with the trooper and managed to grab his taser and tased the trooper. The trooper drawed his gun and shot the driver.

I wouldn't even call that a punch in the face. The officer didn't appear hurt from the blow. The driver was 100% correct. That traffic officer should have been charged with s. assault after spitting at the driver. Who knows what kind of germs could have been spread through that salive into the face(eyes). The driver barely touched him in the face and didn't follow up afterwards...

The guy also committed an assault and battery on the officer by punching the officer with his fist. A battery is a battery with fists, baseball bats, and other uses of physical force.
Self-defense is only justified when a person is in danger of his/her life. Spitting is not life or death.

Chevy, there are degrees of assault..aggravated assault and simple assault. There is a distinction between the two. Now If you punch me in the face, even though my life is not in danger, I am legally entitled to defend myself by stopping your action. You don't have to be confronted with deadly force before you take action. You can take action to protect yourself from a simple assault also.

This guy had no right to punch the officer, it was excessive force, if the officer spat on him, this doesn't give him the right to punch him, it does give him the right to take a lesser action, like shoving him away so he'd get the message. Spitting doesn't do any bodily harm, so he can't do any bodily harm to him, on purpose.
However, the officer COULD be charged with assault, since the officer made a threatening gesture, or at least it looks like it in the video.

Yeah, hepatitis B, but that's about as rare as getting it from a toilet seat, you'd have to be the unluckiest person on the Earth to receive it that way, but it is possible. If it went to court, I believe the judge would be more likely to believe whatever the cop said... but he'd still be screwed, he recognized his mistake and knew he had the right to do SOMETHING, maybe not punch him, but that why he didn't arrest him right then and there for battery of a police officer.

Secondly, This "officer" is not a cop, but a traffic officer..They don't go through the same training regular police officers do. I don't believe they have the credibility a police officer has. I appreciate your knowledge of the law but disagree with your premise that "Spitting doesn't do any bodily harm....." Saliva contains many types of bacteria which CAN potentially do bodily harm to someone. Although very rare, hepatitis can be spread through saliva and can potentially be fatal. With that in mind, I would have beat the shit out of the coward officer.

Saliva does indeed contain bacteria, but fortunately, nothing that can be harmful, the very proof is... it's in your mouth 24/7. Most bacteria are harmless and are actually useful to humans. Officers do go through medical tests, and it was found he had hepatitis in his saliva, I for some reason highly doubt he'd be out in the streets.
Example, if Saliva was the least harmful without hepatitis, the human species would have died out long ago... if you get what I mean... (sex)
