I found this music completely by chance on an old Marble Arch record entitled "Pride of the Ride". All fairground organ music. Don't ask me why I bought it, must have been one of those days. Anyway, the version used in this sketch is simply played at 45RPM rather than 33 to give it that slightly manic, surreal feel.
The music playing during the "teeth dance" is the German march "Unter dem Doppeladler" (Under the Double Eagle) by Josef Franz Wagner. And Conrad's face is based on, of course, Terry Gilliam himself.
I know! I love these ancient recordings. By the way, the tune is called "Under The Double Eagle", a traditional marching band tune played on a fairground pipe organ. Probably one of those automatic organs found in the victorian era, similar to a player piano :)
