from the discount shop when you have a certain number of trainer points. Its random sio it's not always there

because in the secondhand shop you only can sell stuff...

Um the discount shop is the building with a bone on it when you got for a walk. you just need to drap the track into, like the gym and park before you start your walk. everything is cheaper there and you can also get some different stuff.
i just bought 5 of them!! i love jump rope
