Yes it was. He did announcing on KSTP through most of the 1980s.

The voice at the beginning is Tom Barnard from the KQRS morning show. He's done a lot of voice-over work actually. Not anymore though.

Stan Turner was the main anchor on the now defunct All News Channel owned by Hubbard broadcasting. It ran at 3am in Minneapolis.
