the idea is that it's a self defense weapon that isn't supposed to look like an obvious weapon. for example a woman could carry it in her purse to defend herself against a rapist, and if she accidentally dropped it then hopefully the criminal wouldn't know what to do with it since it isn't a knife or a club. this weapon is supposed to look silly in order to deceive the opponent.
