It's just like those little novelty birds that balance on their beak. The handles of the forks are actually sticking infront of the the pivot point, (the edge of the glass). This equals out with the weight behind the pivot point, (the prongs of the fork), and thus you have balance.
the reason u have a hard time balancing the forks is because the gravity force is spread even throughout. When it's pulling down on the toothpick, in order to keep them in place they should not be flat, shove them together to make a "V"-shaped figure. You'll find this trick works a lot easier then.
