I would be better if the rider of the go cart for example took a GPS receiver with him in the cart.

That measurement method is not very accurate because

1. The car had far slower acceleration than the go cart and the road has a varying gradient - it's nearly impossible to drive the car at the same speed as the cart

2. car speedometers are not very accurate

75 mph = 121 km/h and the cart just pulls away that's impressive!
