What is this teaching students to do? I am a university English professor. This is certainly not good for listening but might be good for speed reading at an advanced level. The audio is a sped up recording of a Scottish person, I believe. Although the Scottish accent may be popular for some learners it is certainly not one I would recommend for someone to use as a basis for understanding the English language. Sorry, this video gets a dislike from me.
