@UltimateReviews1 That's actually a triple tech they are doing. It was a beta and did not make the final cut, but they decided to use it as the box art. I thought the same thing at first though lol

No, Marle never casts fire. The team shown on the front of the box art there is the team I always use to beat Lavos, so I'm very familiar with all their attacks. Marle casts ice as part of Arc Impulse, but the only characters able to use Fire magic are Lucca and Magus.
