The various Unified Commanders (CENTCOM, PACOM, etc.) constantly exercise forces based on available funds and most likely scenarios. The War Colleges also constantly conduct simulated exercises. It's fair to say there's a contingency plan of some sort for every possibility...no matter how remote.
