I believe they were first designed by PRR to bring trains into Penn Station through the new (1910) tunnels from Jersey. See excellent book by Jonns "Conquering Gotham."
Technically that's one locomotive. Though from what I recall they were designed originally to operate alone. Only used for a short distance in and around Grand Central Station, mostly to get trains in and out due to the restriction on steam.
These Locomotives were also used on the Long Island railroad too during the 1920's and up until world war two I believe.

There was a steam generator to provide heat to the passenger cars and it also provided steam for the whistle.
