What it does mention is the "free men" (the People).
The Great Charter (the Magna Carta, 1215) limits the powers, domain and jurisdiction of the established powers, so that they don't overstep their powers and don't infringe on the unalienable rights of the "free men".
This was one foundation of the "free men" (People)'s unalienable rights at common law and natural freedoms.

I saw a copy of this at the royal archives in Washington D.C. The print was very faint and hard to read, if not in a different language. It was pretty cool; in the same hallway that led to the rotunda where the Declaration of Independence and the Constitution were kept. Flash from cameras weren't allowed.
