you can tell this video is filmed in infrared, hense why objects appear brighter or whiter than they would normaly appear. But I agree with the others it neather a dog or fox.

This video is very much speeded up. The 'blur' enters at 1:14:16 (the camera's time) and by 1:14:20 it is still in frame (although at that point only half of it can be seen by then). As it also casts a vertical shadow travelling & consistent with its middle, and takes 5 actual seconds to pass a relatively short distance, along with poor video quality; I'd have to say it perhaps would more likely be a guy on a bicycle over a horizontal speeding ghost
