The reason why the Shines fled was because they realized how frakked up Delfino's government was, but unfortunately, some didn't make it "alive". 16 were stolen/"hidden" by the Delfino residents and 24 were killed/broken into pieces and converted into blue coins that, unfortunately, were scattered/"hidden" by both the residents and Bowser Jr. (before he framed Mario)... In other words, IT'S A TRAP for both Mario and Peach! It all makes sense!!
