Speculators can buy oil futures with only ten percent of the money down. In order to control the speculation, all that needs to be done is to regulate a higher margin.
There is no reason to be paying as much as we are now--the exorbitant prices suggest a huge shortage, but there is no such thing. We're paying record prices when there's no shortage of oil. Obama knows this, and will work to both regulate speculation and decrease emissions (which means less money in OPEC's pockets).
