For anyone else who watched this and got disturbed, the seagulls flew into our lines. We weren't trying to catch them. Instead of just cutting the string, which would ultimately lead to them dying, we bring them in make sure all the fishing line/hooks are removed. This is the humane thing to do and there are signs on the pier that specifically explain how. This happens a lot out there.
