Sorry, I don't have any experience with that but you should check your local bike shop. If you are simply speaking of adjusting the break line tension there should be a hand adjuster at the hand brake or near the end of the cable.

If your wheel is not ruined you can put in new spokes. If you have never done it before you'll want to have someone help show you how to get the right sized spokes in the right place. Or you can wing it.
