I found this out a day or two ago when I got a MOAB and someone tried to EMP it. HOWEVER, if you ARE currently EMP'd you CAN NOT call your MOAB! I had a game end on me when I got a MOAB at the end of a game when we were EMP'd. SO GAY!

I hope helps: If you put your tactical insertion INSIDE a building before YOU get MOAB'ed,you're going to die and then spawn in the building. If you put it outside, it'll get cancelled. And you'll die. .
