I can tell you what to replace the Patriot Act with: nothing! It is a gross violation of our constitutionally guaranteed rights and was passed under false pretenses.
There are plenty of existing laws by which we can detain and prosecute terrorists. The Patriot Act was unneccessary and is an abomination to all American Patriots.
And remember what Ben Franklin warned: if you give up freedom for safety you lose both. The government will not willingly give back the rights they took.

We could have sent troops or air power in if we had wanted to, but no one wants to get into a tangle with Russia right now for a variety of different reasons.
