Cone usually stops at the part after the solo, it makes the return of all the instruments have more of an impact, he was just straightening the mic because he does do some backing vocals. Only Tom is playing. There is no playback. Also on Sum 41 East Pak tour update 9 ( I think ) their guitar tech mentions that they use a couple of pedals so they are capable of having a well defined sound even if the bass isn't being played.

@NowImInOverMyHead Maybe the big ball on stage kicked off the micophone, and so he couldn´t sing, because the microphone was fallen on the stage and with the guitar he couldn´t get the microphone in the right position, because he had to play with the guitar!
