Seamus used to do this when he was a kitten and it's a habit he never really grew out of....the only thing is that he forgot the suckling part and would just hold onto your arm with his teeth and paddypaw the hell out of your stomach at the same time.
Really? Maybe all kittens that look like this do that!
I am glad that Spot has his brother to suckle on and that he doesn't mind.
