You can see it on the right when the camera backs out. Utility companys routinely do this for power factor correction applications to a regional power grid.
the reason the arc rises is because it ionizes the air around the electricity. the ionized air acts like a channel for the electricity and since ionized air is less dense and hotter than the air around it, it rizes and the electricity wants to take the easiest path through the ionized air. causing it to go up.

the path arcing electricity is actually completely random. It just follows the greatest opposing charge.

fyi: the arcing is not really an accident in this video. The electricity in the arc is just a capacitor discharging its stored energy.
