I think you're still wasting food if you overeat, I believe there's basically a hidden meter that increases regardless of whether you overeat or not and doesn't have a cap. You don't lose shirts until the hidden meter depletes though, which you can tell by whether the food bar is vibrating. So you still lose out on regaining shirts, but the food isn't a total waste because it still makes the usual deposit to the hidden meter.
