Mark, if you knew what your talking about you would know that all parties support the toll-system! And that there is a decent local traffic system that can absorb the increase of passengers. Our biggest problem is that the congestion fees are set to low to make a real dent in the number of cars. What's worse is that they now want to build a huge freeway berried in a 17km tunnel outside of the city, instead of modernising the run down subway and bus system!

From the EDF website: "The U.S. has 30% of the world's cars, but they account for 45% of global automotive CO2 emissions."
There's a HUGE difference between *45% of the world's air pollution* and *45% of the world's automotive CO2 emissions*!
IBM must not be THAT smart if they are this careless with statistics.
