You where able to Stun Fear Snare Slow dragons before. They recently changed it so it became unvulnerable to these. I think it may have been Fizz or Ahri patch.

You can still do dragon at lvl1 with Shaco. You just need a friend to help you. ONE PERSON. you should also have lots of AP. You need to buy 1 blue and red pot and start boxing at the dragon as soon as possible. Once you have the boxes set, it should get the dragon down to 1k health (this is at lvl1) there get your friend and yourself and kill it with atks and smite. :) hope it helps

If you look @ the time, the dragon spawns right after he finished planting his boxes. That means you must be there @ 1:00 mark to plant your boxes if you want to kill dragon
