The ultimate irony of our age is that EVERYTHING is indeed a conspiracy after all. I once had an amicable relationship with one of my town's councilmen. For 16 years I knew this guy. One day I asked him what he knew about CAFRs and all of a sudden he didn't want to talk to me anymore. The release of CAFR funds would eliminate ALL property taxes EVERYWHERE. FOREVER.
