To be honest I like where you are going and I think its a great reason to remove the lavish salaries, benefits, and expense accounts that Congressmen and other officials receive today.

@Jimb0tr0n No, that's incorrect. More than 80% of citizens (I don't have any statistics) make less money than the average. If you have a town with one millionaire and 20 beggars, he is the only one above average. Looking at America and all its movie stars, giants of industry, media overlords and celebrities, considering the 310 million people living there in total I'd say less than 5% are above average, so the thought isn't as far fetched as it looks.

@ac1th I understand your point, which is why median income is the most often reported figure, but my point is that it is undemocratic to eliminate a group of people from running for public office because they make too much money. Especially because income can often be linked to ability, you are preventing some of your most able citizens from joining the leadership ranks.

~a single national government simply cannot effectively rule over 300+ million wildly diverse subjects (and YES, you are currently a subject)
