There's a trick here. If you take out the pistol, hold right mouse button, then hold left mouse button, count to 3, and release right mouse button, it will fire a few shots at once.

that was on easy!! retard if you play with hard then combine soldier doesn't die from one headshot with that gun actually you have to shoot 4 times or something because they have that suit and all.. and elite combines doesn't like die ever with that gun.. but if you play easy it's so fucking easy and you don't even need rifle or shotgun. but pretty good vid

It also works with CPs, one shot to the back of the head will do the trick, when (on hard) it usually takes a few.
You know, I could have brought up the options dialogue box to prove it, but even then I bet you morons would insist I'd used a bind to change the difficulty on the sly.
