If you "just" want to learn how to create shaders, you can archive this goal very fast. I'd say you need 1-2 months to learn enough to create something like in the video with ease. And i'm not talking about hardcore-practicing every day, more like once or twice a week for 4 hours or so. :)

Geforce 7800GT
2GB DDR 400 RAM
Win Xp Prof SP2
I get around 40fps.
Grass is a tweaked fur shader with additional shadow mapping.
