The families of ARVN soldiers had no means of support other than family. If a son or husband dies, the family was going to be impoverished with all the associated misery and humility. In order to protect their families, ARVN troops were very risk-averse.

Weapons handling was poor not because of the guns used but because the soldiers were pointing them at each other. Accidendal discharges happen and people on the recieving end don't like them.
